The Failure of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are conducted: hopeful statements are released from different nations. Significant resources is devoted on restraining particular approaches. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a capacity enabled by up-to-date information. From vantage locations, defense planes that had been dispatched to counter approaching aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.

Moments later, Kyiv's anti-aircraft weapons activated: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, most likely delivered by Western nations. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly becomes grim resignation: maybe the hostile projectile won't strike its target this time, protecting urban areas from devastation and further power outages.

Ongoing Risks

Soon after, a automatic firearm opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly allied-provided weaponry. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its target.

Periodically, this continued until dawn. Kyiv greeted the daybreak reports: seven people killed, damage and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's vital need on international aid – a dependence that European nations are demonstrably unable to replace in the near term.

Ineffective Peace Efforts

The 28-point plan from US administration generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new proposal from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, persist.

Strategic Calculations

It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a premise well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unfeasible to force Russia to abandon the land that it already controls in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, Washington does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not shift further in its advantage in the near future.

Divergent Views

Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding lives and land but preventing a total frontline collapse until circumstances change in its advantage.

Present Conditions

Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are entering the equation: political desires to negotiate peace and secure international recognition, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their focus does not shift toward homefront challenges. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.

These opposing factors are guiding negotiations.

Assessment and Future

It took a just a single week to kill the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new plans based on old ideas are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
